JOB DESCRIPTION

Performs complex analysis of budgets and schedules needed to meet contractual/project requirements for assigned portions of a program or programs. Acts as a key technical expert on financial analysis issues, concerns, and special projects. Coordinates, negotiates and resolves financial compliance issues with various governmental agencies to ensure accurate interpretation of contract requirements. Interfaces with top management, responding to their requests for financial data. Resolves reporting and compliance issues.   Duties and Responsibilities:   Financial management subject matter expertise (SME) at the senior Action Officer level, representing CNIC (or OPNAV N4) with other Navy Echelon II Mission Commands, DoD and/or DON Secretariat staffs, or other Services, in the overall efforts to plan, prioritize, and facilitate the execution of BRAC 2005 realignment and closure actions.  The individual will work on a regular basis with and need to establish points of contacts with personnel ranging from Navy activities, region staff, major claimant staff, OPNAV codes, FMB, DASN (I&F), DASN (IS&A) and OLA.  Specific contact and relationship development is key and is required among all related Service/Agency decision-makers and their staffs, as well as through regional and field activities.    The individual shall perform support tasks that require knowledge of Department of Defense, Department of the Navy, and Federal program financial planning, program evaluation techniques, management organization, and strategy to prepare the formulation of office budgets and reporting requirements.   The individual also requires knowledge of the missions, functions, and programs of CNIC in order to act as a budget advisor and to interface with other CNIC personnel.   The individual shall support CNIC BRAC Financial Management Branch providing specialized expertise and recommendations in specific subject areas.   The BRAC Financial Management Program Analyst shall provide expertise in BRAC financial policy, processes and execution efforts.  The Analyst shall provide primary support in the research, analysis, drafting, editing, and coordinating BRAC financial management requirements, to include: Budget Submissions; assist in the preparation and support of strategic conferences and other CNIC BRAC Branch mission-related forums; and perform data collection, analyze and report on findings.      Required Qualifications:   EDUCATION & EXPERIENCE:   Typically requires bachelors degree (in Finance, Accounting, Business Administration) or equivalent, and seven to nine years of related (technical program planning and implementation, contract interpretation, budget development and/or government project administration) experience.   The individual must have expertise in planning, programming and budgeting processes and accounting systems.   The indivudual shall possess specialized experience and training that provide knowledge of budget justification, budget execution and budget formulation; ability to analyze budgetary relationships, develop recommendations for budgetary actions, and interpret and the intent of provision in guides to budgetary situations.  The individual shall possess knowledge of procedures and processes for budget formulation to compile, correlate, and consolidate individual one-year funding estimates for a program or project; and understand the relationships between program plans and actual execution data and the ability to display such data to reflect changes in funds available, obligations, and expenditures.   Desired Qualifications:   The support requires performing a wide variety of administrative and analytical duties related to budget formulation, justification, presentation, execution and review, and analyzing and interpreting directives, policies, and other guidelines to the assigned segment of the budget.  These duties may include: advising managers in the development of budget requests and on financial planning, analysis and implementation functions; reviewing budget requests submitted by components for consistency, accuracy, and adherence to budgetary instructions, and consolidating information to develop annual budget requests; preparing and presenting briefing materials to defend budget submissions; responding to inquiries; preparing and recommending annual financial plans; preparing a variety of special and recurring financial reports; and implementing financial management and budgetary systems, programs and databases.    The individual  may be called upon to gather extracts, and consolidate, review, and verify a variety of narrative and statistical data used in the formulation and preparation of budgetary requests.  The individual shall prepare financial reports for management to include both recurring reports such as the Close-out of the fiscal year (FY) to include drafting plans, establishing milestones, publishing guidance, and tracking Status of Funds.  The individual shall receive, review and recommend approval, disapproval or modification of budget execution documents.
