Provides administrative oversight, handles contractual matters and serves as a liaison between the Contracting Officer's Technical Representative, the Contracting Officer, and corporate management. Consults with COTR and users to reduce costs and maximize efficiency in achieving the stated requirements. Plans, organizes, and controls the overall activities of the project.
