Works independently as highest-level technical expert, providing both internal and external consulting services. Plans, conducts and directs research and/or development work on more complex projects necessitating the origination and application of new and unique approaches. May act in a liaison capacity with other departments, divisions and organizations. Expected to make recommendations, which have significant impact on the technical aspects of projects and programs. Generally works with considerable latitude for un-reviewed action or decision.
