Provides technical subject matter expertise and expert data knowledge in the support and enhancement of existing applications and the development of large, complex new applications. Responsible for analyzing business requirements, writing technical requirements, coordinating systems analysis, researching and evaluating vendor solutions and recommending new and/or alternative system approaches. Responsible for producing overall system design and programming specifications, providing technical expertise and performing quality reviews for vendor work.
